    Los del equipo de Trump insisten en que pagaremos el muro. ¿Y si frente a esto les exigimos indemnización por los 141 mil mexicanos ejecutados con armas enviadas por Estados Unidos?




    Durante casi un siglo las relaciones México-Estados Unidos han sido como una mandarina basada en un entendimiento no escrito. Cada tema es un gajo interconectado con los otros pero manejándose con sus propias reglas. El domingo pasado Michael Pence, vicepresidente electo, rompió esa tradición: México pagará el muro porque ellos lo ligarán con la renegociación del Tratado de Libre Comercio de América del Norte. En el universo Trump no se reconoce la responsabilidad de su país.

    Es cierto que les enviamos drogas y asesinos, pero de Estados Unidos llegaron los embajadores de las mafias a enseñar el modelo de negocios implementado con gran éxito por los cárteles mexicanos, son estadounidenses los adictos que engordan las arcas delincuenciales, tienen pasaporte americano los comerciantes que venden 70 por ciento de las armas utilizadas para matar mexicanos y los funcionarios que solapan el contrabando.

    En realidad, evaden su responsabilidad en todo lo relacionado con el crimen organizado. Washington nos impuso una estrategia centrada en el descabezamiento y la fragmentación de los cárteles que ha sido un fracaso pese a las fortunas que le hemos invertido. Según el Atlas de la seguridad y la defensa de México 2016 (en prensa) en la última década las dependencias que pelean en la ~~~~~~~~~ han gastado ¡un billón 121,133 millones de pesos! Por medio de la Iniciativa Mérida, Washington sólo ha aportado 36 mil millones entre 2008 y 2016. Es una inequidad que se explica porque ellos evaden sus responsabilidades.

    La evasión fue evidente durante la campaña electoral. Trump y Clinton coincidieron en la santidad de la Segunda Enmienda de su Constitución y debatieron apasionadamente sobre la imposición de controles a la venta de armas. Ninguno de ellos mencionó, jamás, el contrabando hacia México y el costo en vidas mexicanas. De haberlo hecho habrían tenido que reconocer que la Agencia de Alcohol, Tabaco, Armas de Fuego y Explosivos (ATF) encargada de vigilar la frontera despliega un número ridículo de agentes. Su ineficacia es consecuencia directa del poderío de la Asociación Nacional del Rifle (NRA).

    Esta situación es insostenible y una de las razones es por el costo en vidas y por una cotidianidad insoportable por el miedo. Según investigaciones de Animal Político, en la década que lleva la guerra declarada por Felipe Calderón han sido asesinadas 212,656 personas, y los homicidios se han incrementado en ¡49 por ciento de los municipios del país! Es momento de revisar la política y distribuir responsabilidades.

    Lo ejemplifico con un razonamiento: si 70 por ciento de las armas de fuego que tienen los cárteles provienen de Estados Unidos, ese país es corresponsable de la muerte de 141 mil mexicanos. Sigue entonces que cuando Trump o Pence declaren que nos enviarán la factura del muro, contestemos recordándoles su responsabilidad en la estrategia y pidiéndoles que preparen la chequera para indemnizar a las familias de los ejecutados con sus armas.

    Entiendo las dificultades que el enunciado anterior tiene pero un cambio de estrategia empieza con una modificación en la actitud. El derrotismo, la pasividad y el entreguismo ya no funcionan. La percepción en Estados Unidos sería diferente si Felipe Calderón hubiera mantenido el acuerdo con dos bufetes estadounidenses para demandar a la industria armamentista. Será de Michoacán pero a la hora de la verdad se rajó. Enrique Peña Nieto rara vez menciona este problema.

    Ante la parálisis oficial corresponde a la sociedad tomar la iniciativa y defender la dignidad e integridad nacional enarbolando un patriotismo que, sustentado en hechos, aproveche los muchos resquicios que ofrece el sistema estadounidense. En unas semanas presentaré una propuesta que servirá para recordar a Estados Unidos su papel en la tragedia humanitaria que padecemos. Somos corresponsables, no culpables.

    @realdonaldtrump team insist that we’ll pay the wall. . ¿and if before all that crap , we demand that the United States of Amnesia should pay a compensation for the 141,000 Mexicans executed with the assault weapons smuggled to Mexico by @USAGOV?

    For almost a century the US-Mexico relations have been like a mandarin based on an unwritten understanding. Each theme is a segment of the mandarin interconnected with the others, but managing with his own rules. Last Sunday Michael Pence, vice president-elect, broke that tradition: Mexico will pay for the wall because they will link it with the renegotiation of the North American Free Trade Agreement. In the Trump universe the responsibility of his country is not recognized.

    It is true that we sent them drugs and murderers, but from the United States came the ambassadors of the mafias to teach the business model implemented with great success by the Mexican cartels, Americans are the drug addicts who fatten criminal coffers, the merchants who sell 70 percent of the weapons used to kill Mexicans, have american Passports, and also the officials who cover up the smuggling of such weapons.

    In reality, they evade their responsibility in everything related to organized crime. Washington imposed on us a strategy centered on the decapitation and fragmentation of cartels that has been a failure despite the fortunes we have invested. According to the Atlas of Security and Defense of Mexico 2016 (in press) in the last decade, the dependencies that fight in the trench have spent a trillion 121,133 million pesos! Through the Merida Initiative, Washington has only contributed 36 billion dollars between 2008 and 2016. It is an inequity that explains why they evade their responsibilities.

    The evasion was evident during the electoral campaign. Trump and Clinton agreed on the sanctity of the Second Amendment of their Constitution and passionately debated the imposition of controls on the sale of arms. None of them ever mentioned smuggling them to Mexico and the cost in Mexican lives. Had they done so, they would have had to recognize that the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) charged with monitoring the border had a ridiculous number of agents. Its ineffectiveness is a direct consequence of the power of the National Rifle Association (@NRA).

    This situation is unsustainable and one of the reasons is for the cost in lives and for an unbearable daily fear. According to research by Animal Político, in the decade leading up to the war declared by Felipe Calderón, 212,656 people have been murdered, and homicides have increased in 49 percent of the country's municipalities! It is time to review the policy and distribute responsibilities.


    I exemplify it with a reasoning: if 70 percent of the firearms that the cartels came from the United States, that country is responsible for the death of 141 thousand Mexicans. Then when Trump or Pence declare that they will send us the invoice for the wall, let us reply by reminding them of their responsibility in the strategy and asking them to prepare the checkbook to compensate the families of those executed with their weapons.



    I understand the difficulties that the previous statement has but a change in strategy starts with a change in attitude. Defeatism, passivity and surrender no longer work. The perception in the United States would be different if Felipe Calderón had maintained the agreement with two American law firms to sue @NRA. It will be from Michoacan but at the moment of truth it was split. Enrique Peña Nieto rarely mentions this problem.

    In the face of official paralysis, it is up to society to take the initiative and defend national dignity and integrity by raising a patriotism that, based on facts, takes advantage of the many gaps offered by the American system. In a few weeks I will present a proposal that will serve to remind the United States of its role in the humanitarian tragedy that we suffer. We are co-responsible, not guilty.
